The NCAA Division I Men’s Basketball Oversight Committee is seeking feedback on a series of concepts related to summer access, foreign tours, and outside competition legislation. Please carefully review the full MBOC supplement linked below that includes background and rationale for each concept.
Summer Access Concept Overview
- Maintain eight weeks of summer access.
- Permit up to three institutional contests during summer access – may occur domestically or in a foreign country.
- Domestic opponents limited to four-year college institutions.
- Foreign opponents limited to foreign teams.
- Increase from eight to 10 hours per week CARA limit.
Out-of-Season Competition Concept Overview
- Permit active players to participate on outside teams (non-institutional and outside of the NCAA structure) beginning the day after the NCAA Division I Men’s Basketball National Championship game until the start of an institution’s summer access period, and the end of an institution’s summer access period until the day prior to the first official day of practice for the next season.
- Only 2 players per roster are permitted on the same outside team. Full roster participation on the same outside team not permitted.
- Each institution responsible for determining stipulations placed on individual player participation in outside competition.
